Memorial Scholarship Awards.
Congratulations to our first ever
Scholarship winners:
Ms. Sydnee Elton (Daughter of Deputy Sheriff Aaron Elton); Ms.
Victoria Walker, (Daughter of retired Chief Master at Arms Jeff
Walker); Ms. Erika Doremus, (Daughter of Detective Philip Doremus); and Ms. Toria Messinger (Daughter of Trooper Robert
Messinger). Winners were selected from a pool of 9
candidates. Scholarships were presented by Mrs. Gina Vinecourt,
daughter of Deputy Allred.

FOP Evergreen Lodge #1 also recognized Mrs. Gina Vinecort for her
contributions and assistance to survivors of slain and deceased
officers. (Above) Mrs. Vinecourt is presented a certificate of
appreciation by Vice President John Loftus and Sheriff Boyer.
Gina was also given the FOP's Supreme
Sacrifice Medal in honor of her father Deputy Sheriff Dennis R.
Allred.

Proposed Resolution for State
FOP Conference.
The attached resolution has been proposed to be read into record at
the State FOP conference in October 2010 to hold the State Lodge LDP
Board accountable/responsible for recruiting/retaining the Legal
Services of Attorneys to serve the Members of the Plan.

Senate Passes LEOSA
Chuck Canterbury, National President of
the Fraternal Order of Police, cheered today's news that the United
States Senate passed S. 1132, the "Law Enforcement Officers' Safety
Act Improvements Act," by unanimous consent.

Allred Memorial Scholarship:
A $500 scholarship is awarded
annually to spouses, widows, and college-bound children of
municipal, county, state, and federal law enforcement officers
serving in Kitsap county. This scholarship is honor of Kitsap
county Deputy Dennis R. Allred, who made the ultimate sacrifice.
Applications are due by 1 June each year for the fall semester.
Remember
Lakewood Amendment The
Remember Lakewood Amendment endorsed by the FOP will be on every
Washington state voter's ballot on November 2, 2010 and requires a
simple majority to pass. This Amendment would modify Article
I, section 20 of the Washington State Constitution. It would
expand our Judges' ability to deny bail to defendants awaiting trial for
serious crimes for which the maximum sentence is the possibility of
life in prison. Our Judges already have discretion to
deny bail to defendants who are charged with a capital offense or
first-degree murder. This amendment would expand that
authority to a degree. This Constitutional Amendment would not
require that these criminals be denied bail. It would simply
allow judges the discretion to deny bail in cases where the
defendant faces a possible life sentence and the court finds
clear and convincing evidence of a propensity for violence that
creates a substantial likelihood of danger to the community.
